Approve the Acquisition and Installation of Security Cameras at the Transit Operating Facility Located at 1260 Timberedge Road

 

Background

At the present time the transit facility at 1260 Timberedge Road houses all of the operating functions associated with the provision of transit services for both the University and the City. The City operates out of this facility through a long-term lease agreement with the University of Kansas, the owner of the property. This arrangement came about through our ongoing  coordinated efforts between the City and the University. The facility was constructed in 2011 at cost of $4.5 million. Incorporated in the facility is enough surface lot parking to accommodate the entire transit fleet for both entities which amounts to over 100 vehicles. These vehicles range in price from approximately $60,000 a unit for the light-duty smaller vehicles, to hybrid-electric vehicles which cost approximately $585,000 a unit. These vehicles were purchase using a combination of Federal, State and local funds. Also included in the facility are administrative offices, maintenance bays, wash bays and fueling stations for both diesel and gasoline. Over 2 .9 million passengers utilize the service that is maintained and operated out of this facility. 

 

After starting operations out of the facility staff requested a security evaluation review of the property from both the Lawrence and University police departments. The analysis was performed and both evaluations determined that due to the size of the property, the number of hours that it is in use, and the large amount resources that were purchased by Federal funds a number of security measures should be considered. Of these measures the primary recommendation was to install and implement security cameras.

 

In order to expedite our efforts to acquire security cameras staff utilized the University’s existing CCTV contractor (Capital Electric Integrated System Group ). Capital Electric Integrated System Group was chosen by the University through a competitive procurement process which meets and/or exceeds the City’s procurement standards. The use of the University’s contractor was also necessary in order to provide a security camera system that was compatible with the systems currently being used on University properties. This is significant due to the fact that the property at 1260 Timberedge Road is owned by the University and ongoing monitoring would be performed by University Police.

 

The plan calls for a system of remote security cameras to be installed throughout the property at 1260 Timberedge Road. These devices, which will be located both internally and externally, will be able to monitor the property from a multitude of angles and vantage points. The devices will allow for monitoring of building and property entrances, fueling locations, vehicle storage, vault room, vehicle maintenance, and wash bay. In total, the system will allow for both live and recorded surveillance of the entire property. Capital Electric Integrated System Group will provide and install cameras as defined in the security analysis plan, additional security assessment, cabling and labor. The completed IP based security camera system will directly communicate with the University network.

 

Cost and Funding

The total cost of the project is $100,373 and will be paid for by KDOT CTP funds. These funds are awarded to the City annually based on ridership, population and vehicle miles. However, as a result of our coordinated efforts the numbers provided to KDOT for use in this allocation contains both the City and University data. Therefore, a portion of these funds are to be used on coordinated projects such as a security cameras system at our joint transportation facility at 1260 Timberedge Road.

 

Recommendation:

Staff recommends the installation of a security camera system as recommended by security audits. Staff recommends using Capital Electric Integrated System Group which is the University’s current competitively procured contractor.

 

Action Request:

Approve the purchase and installation of a security camera system at the transit facility at 1260 Timberedge Road for the amount of $100,373.
