Set a bid date of February 11, 2014 for Bid No. B1373, for project UT1309DS 23rd Street Waterline Replacement, Phase I.

 

Project Description:

The 23rd Street waterline project includes the replacement of the existing 1956 8” cast iron waterline from Louisiana Street to Iowa Street. The project is planned to be completed in three phases as shown on the attached map. Phase III (Ousdahl to Iowa) design has been completed, advertised, and construction contract awarded to Banks Construction. Banks Construction was given notice to proceed for January 06, 2014 and the waterline installation is scheduled to be completed by April 26, 2014 per the contract documents. Phase I (Louisiana to Alabama) design is complete with construction planned to start in March 2014. Phase I of the 23rd Street Waterline Replacement Project includes the installation of approximately 1450 lineal feet of 8” PVC waterline by directional drilling and construction will be completed in summer of 2014. This schedule for completion will allow 23rd Street to be fully open to traffic prior to the start of the University of Kansas fall semester. Phase II (Alabama to Ousdahl) will be designed in 2014 with construction to be coordinated with stormwater improvements at the intersection of 23rd & Ousdahl as well as with planned roadway improvements as part of the ownership transfer of the 23rd Street/K-10 corridor from KDOT to the City following the completion of the South Lawrence Trafficway.

 

Project History:

Department of Utilities staff and Professional Engineering Consultants have coordinated the replacement of the waterline along the north side of 23rd Street from Louisiana to Alabama with City departments and utility providers to avoid conflicts with existing infrastructure and planned improvements in the area. Construction schedules for Phase I, Louisiana to Alabama, and Phase III, Iowa to Ousdahl, of this project and of geometric improvements to the intersection at 23rd and Iowa Streets will overlap. It is not anticipated that the concurrent construction activities will have an adverse impact to traffic on the 23rd Street corridor due to the distance between projects.

 

Project Details:

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday January 15, 2014.

 

A public meeting will be held with affected business owners/tenants prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to ensure access is maintained and that planned water service interruptions are minimized throughout the project.

 

The waterline replacement project will require the northernmost westbound lane on 23rd Street to be closed from Louisiana to just west of Alabama for the duration of the construction timeframe. The northernmost westbound lane on 23rd Street will be tapered into the work zone starting approximately 300 feet east of Ohio Street and westbound traffic will be reduced to a single lane on 23rd Street until approximately 350 feet west of Alabama Street as shown on the attached traffic control plan. No impacts to the left turn lanes on 23rd Street at Louisiana or the shared turn lane on 23rd Street west of Louisiana are planned nor anticipated as part of this project.

 

Project Funding:

The project will be funded from the Department of Utilities bonded construction fund. The adopted Capital Improvement Project Scenario 5 budget allocates a total of $12,666,500.00 for the 2013-2017 period.

Action Request:

Set a bid date of February 11, 2014, 2013 for Bid No. B1373, for project UT1309DS 23rd Street Waterline Replacement, Phase I.
