January 07, 2014 Agenda Item – Award Bid No. B1363 and authorize the City Manager to execute the construction contract for project UT1308DS, North Iowa Street Waterline Replacement.

 

Please include the following item on the City Commission Agenda for consideration at the January 07, 2014 meeting:

Award the construction contract for Bid No. B1363 to Westland Construction in the amount of $450,565.00 and authorize the City Manager to execute the construction contract for project UT1308DS, North Iowa Street Waterline Replacement.

 

Project Description:

The North Iowa Street waterline replacement project, as shown on the attached map, includes the replacement of the existing 1957 12” cast iron waterline from Lakeview Road to Riverridge Road. The project includes the installation of approximately 2,750 lineal feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement. The project will be completed in a single phase and is planned to be completed within 120 calendar days from the date that notice to proceed is issued.

 

Project History:

The North Iowa Street waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the North Iowa Street waterline as the first priority for replacement due to the high economic impact from loss of service, frequency of main breaks, age (1957 cast iron), and low serviceability as there are minimal in line valves that can be used to maintain water service during repairs.

 


Project Status/Details:

Professional Engineering Consultants completed construction documents for the project and it was advertised for bidding on November 20, 2013. Bids were opened on December 17, 2013 and the bids listed below read publicly aloud.

 

Scheutz Construction, LLC:            $603,475.00

Nowak Construction Co. Inc:                   $598,687.00

Westland Construction, Inc.:          $450,565.00

Engineers Estimate:                      $498,139.00

 

Professional Engineering Consultants have reviewed the bids and qualifications of the low bidder, Westland Construction Inc., and, per the attached letter and bid tabulation, recommend awarding the bid to Westland Construction Inc.

 

Project Funding:

The project is funded from the Department of Utilities bonded construction fund. The adopted Capital Improvement Project Scenario 5 budget allocates a total of $12,666,500.00 for the 2013-2017 period.

Action Request:

Award the construction contract for Bid No. B1363 to Westland Construction in the amount of $450,565.00 and authorize the City Manager to execute the construction contract for project UT1308DS, North Iowa Street Waterline Replacement.
