Please include the following item on the City Commission Agenda for consideration at the December 17, 2013 meeting:

Approve and authorize the City Manager to execute Change Order No. 1 to the construction contract with Amino Brothers, Inc. for project 12S008 VenturePark Sanitary Sewer Improvements increasing the contract amount by $112,197.42 and contract time by 80 calendar days.

 

Project Background

  • September 2010: The City took ownership of the former Farmland Industries nitrogen fertilizer production plant on Highway K-10.
  • 2011: The City began demolition of the abandoned structures on the site removing over 1600 tons of scrap metals.
  • February 2012: The City contracted with Bartlett & West Engineers to develop a Master Plan and infrastructure plans for the future industrial land use of the property.
  • May 2012: The City held meetings with neighbors and businesses to discuss the concept plan.
  • December 11, 2012:  The City Commission awarded the intersection improvements at O’Connell and K-10 including signalization and turn lanes into the Farmland site.

 

  • December 18, 2012: The City Commission approved the final plat.
  • January 31, 2013: Plat filed.
  • March 5, 2013 City Commission approves Resolution 7015 establishing the Benefit District for streets, storm sewer, grading and waterlines in the maximum amount of $7,855,000 and Resolution 7016 establishing the Benefit District for sanitary sewer improvements in the maximum amount of $1,725,000
  • March 19, 2013: Bid opening for infrastructure projects.
  • On April 2, 2013, project 12S008 Sanitary Sewer Improvements was awarded to Amino Brothers Co., Inc. in the amount of $601,089.49.
  • Notice to Proceed on project 12S008 Sanitary Sewer Improvements was April 30, 2013 and the project had a contract completion date of August 30, 2013.

Project Details/Cost

The sanitary sewer improvements include 9,300 linear feet of sanitary sewer, demolition of Pump Station #13, and connection of the Pump Station #13 sanitary sewer service area to the new VenturePark sanitary sewer system.

 

The project is funded 100% by the Benefit District and 0% by City at large.  The improvement district includes all property within the plat and will be assessed based on the proportionate share of square footage of each tract.

 

On April 2, 2013, project 12S008 Sanitary Sewer Improvements was awarded to Amino Brothers Co., Inc. in the amount of $601,089.49 with a contract completion date of August 30, 2013.

 

As a result of unanticipated site conditions, the project has experienced delays, piping realignments, and additional work to remove existing material.  City staff has reviewed and recommends approval of Change Order No. 1 in the amount of $112,197.42, which includes the following:

·         Removal of transite/HDPE pipe

·         Repair of existing stainless lines not shown on plans

·         Additional labor and pumping due to buried storm drainage piping not shown on plans

·         Additional labor and materials for trench stabilization and rip-rap at creek crossings

·         Additional labor, material, and restaking for realignments of the sanitary sewer around electrical substation, RCB, and landfill areas

·         An additional 80 calendar days for additional work and delays due to removal of conflicting items on-site and realignment of sanitary sewer

Project work has been completed and the final payment application will be submitted upon approval of the change order.
