Authorize Sole Source Purchase of 4000 amp Eaton Circuit Breaker from Western Extralite Company in the amount of $76,792.84.

Project Description

The requested purchase is for a 4000 amp circuit breaker to be installed in existing electrical switch gear at the Clinton Water Treatment Plant. The circuit breaker is part of the current 2012 Electrical and Mechanical Improvements under contract with Garney Company and will be part of the new circuit and equipment being installed to provide a point of connection for a backup electrical generator. The circuit breaker will be provided to Garney Company for installation under their current construction contract.

The 4000 amp Eaton circuit breaker is a sole source purchase as it must fit within the existing Eaton electrical switch gear. Western Extralite Company is the authorized Eaton distributor for this area. The circuit breaker was not included in the construction bid to avoid packaging of the electrical equipment bid by a single supplier around this sole source part. Staff has investigated procurement of the circuit breaker both directly, and by a change order through Garney Company. The direct purchase results in an $18,000 savings.

Project Funding

The Clinton MCC Replacement is funded from the Department of Utilities Bonded Construction fund per Resolution No. 6898. The remaining projects are funded from the Department of Utilities Non-bonded Construction Fund.
