Project Description
On September 18, 2013, KDOT received bids for the South Lawrence Trafficway which included a City project on 31st Street from Haskell Avenue to O’Connell Road. The low bidder was Emery Sapp & Sons, Inc. from Columbia, Missouri, with a bid of $3,914,175.52.
Construction of 31st Street, from Haskell Avenue to O’Connell Road, includes pavement, subgrade treatment, storm sewer, sidewalk and multiuse path, a round-a-bout at O’Connell, and a watermain.
In May of 2012 the City and State entered into an agreement for a number of items related to the South Lawrence Trafficway (SLT) including relocating Louisiana Street, 31st Street, and Haskell Avenue; signalization of the Haskell interchange; extension of the multi-use path; and a number of other items including the construction of 31st Street, from Haskell to O’Connell.
The SLT project will acquire about 1/2 of the right-of-way that is needed for 31st Street and construct about 1/3 of the proposed 31st Street. The City/State Agreement tied the SLT and 31st Street projects. KDOT also agreed to acquire all the right-of-way for 31st Street on the City’s behalf.

Under the proposed agreement, the City would provide inspection services for 31st Street. This is a City funded project; we will not receive reimbursement from KDOT.

Authorize the Mayor to execute City/State Agreement No. 272-13 with KDOT for inspection services, City project number 18P07S.
