Approval of Change Orders in the amount of $60,429.61 for Wakarusa Drive, Research Park Way to Oread West Drive Reconstruction.
Project Details
This project was a complete reconstruction of Wakarusa Drive from Research Parkway Drive to Oread West Drive, excluding the intersection of Wakarusa Drive and Bob Billings Parkway, which has recently been reconstructed. The project included the removal of existing asphalt and replacement with 10" concrete on a flyash treated base. The road was also widened to allow for a center turn lane. A bike lane and 6' sidewalk was added on both sides of the street in line with the city's "Complete Streets" policy. In addition, storm sewer, curb & gutter, and flashing yellow arrows were installed on this project. This project was constructed in two phases - Research Park Way to Bob Billings Parkway, and Bob Billings Parkway to north of Oread West Drive.
Change Orders
During phase one the project fiber optic conduit was installed under Wakarusa Drive just south of Bob Billings Parkway. Fiber optic conduit was not included in the original plan. On phase two of the project where Wakarusa Drive crossed a Southern Star pipeline and easement. Southern Star required a concrete cap be installed over the pipeline in order to construct Wakarusa Drive. Other construction costs included lowering a waterline under Oread West Drive, a fire hydrant relocation, a modification to the storm sewer to avoid utility conflict, and the extension of Oread West Drive by 10' to reduce the slope of the drive approach. Contract quantities of flowable fill and Irrigation were also overrun during this project.
Project Schedule
The project did experience a longer construction schedule than anticipated. Factors that contributed include the additional work mentioned above, utility conflicts, and field delays. Public Works meets monthly with utility providers to discuss upcoming projects. Plans are provided in advance of letting any project to allow utility relocation. By the time a project is bid utilities are all supposed to be out of the way of the proposed improvements. Sometimes utilities miss-locate or miss-install new facilities. When conflicts occur, the utility company has to make adjustments. The change order total has been negotiated to reflect other field delays.
