Please include the following item on the City Commission Agenda for consideration at the November 19, 2013 meeting:

Set a bid date of December 17, 2013 for Bid No. B1363, for project UT1308DS North Iowa Street Waterline Replacement.

 

Project Description:

The North Iowa Street waterline replacement project, as shown on the attached map, includes the replacement of the existing 1957 12” cast iron waterline from Lakeview Road to Riverridge Road. The project includes the installation approximately 2,750 lineal feet of 12” PVC waterline utilizing horizontal directional drilling as the primary installation method to minimize pavement removal and replacement. The project will be completed in a single phase and is planned to be completed within 120 calendar days from the date that notice to proceed is issued.

 

Project History:

The North Iowa Street waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the North Iowa Street waterline as the first priority for replacement due to the high economic impact from loss of service, frequency of main breaks, age (1957 cast iron), and low serviceability as there are minimal in line valves that can be used to maintain water service during repairs.

 

Project Details:

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday November 20, 2013.

 

A public meeting will be held with affected business owners/tenants prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to ensure access is maintained and that planned water service interruptions are minimized throughout the project.

 

The waterline replacement project will require that the southbound lane of North Iowa Street be closed as shown on the traffic control plan, however, two way traffic will be maintained throughout the project. Temporary restriction of right hand turns from Kresge Road to southbound North Iowa Street will be required to make connections to the existing system.

 

Project Funding:

The project will be funded from the Department of Utilities bonded construction fund. The adopted Capital Improvement Project Scenario 5 budget allocates a total of $12,666,500.00 for the 2013-2017 period.
