Please include the following item on the City Commission Agenda for consideration at the November 05, 2013 meeting:

Authorize the City Manager to execute Change Order No. 1 (Final) to the construction contract with Nowak Construction for project UT1105DS – 19th Street Waterline Replacement increasing the contract amount by $52,910.93 and extending the contract time by 32 calendar days.

 

Project Description:

The 19th Street Watermain Replacement project, previously identified for inclusion in the 2012-2013 watermain replacement program, included the installation of approximately 1,320 lineal feet of 12” watermain to replace the existing 1954 12” cast iron watermain from Maple Lane to Harper Avenue as shown on the attached map.

 

Project History:

The 19th Street watermain was identified for replacement based on break/repair history as well as the fact that the Department of Public Works intends to resurface this segment of 19th Street as part of the 2014 mill and overlay program. Department of Utilities staff worked with Professional Engineering Consultants, Department of Public Works staff, and private utility providers to complete the design, bidding, and construction of the project to attain completion prior to any road resurfacing activities.

 

The project was publicly advertised and bids opened on May 21, 2013. The project was awarded to Nowak Construction on May 28, 2013 and notice to proceed on the project was given for June 24, 2013 with a total of 75 and 105 calendar days allowed by the contract for substantial and final completion, respectively.

 

Project Status/Details:

To date the contractor, Nowak Construction, has completed the installation of the 12” waterline from Maple Lane to Harper Avenue, connections to the existing waterlines along the project length, residential service connections, abandonment of the 1954 12” waterline from Maple Lane to Harper Avenue, and all surface restoration activities.

During the course of the project, Nowak Construction has accommodated the needs of both the City and Douglas County by performing the waterline installation along 19th Street with limited street closures, ensuring full access to the County Fairgrounds during all planned events, and assisting City staff with a repair on a concrete waterline outside of the project scope.

 

Change order #1 includes additional costs and the associated extension of contract time to the project for the additional work performed by Nowak Construction at the request of City staff.

 

As noted above, Nowak Construction performed repair work on the 16” concrete waterline located on the north side of 19th Street just west of Bullene Avenue, which was damaged during the installation of fiber optic infrastructure. This work accounted for a total cost of $3,777.88 and an additional 2 contract days.

 

While working to complete the final connections of the new 12” waterline to the existing waterlines along 19th Street and Harper Avenue, it was determined that three additional system valves required replacement in order to complete the work as identified in the construction documents. All valves requiring replacement were located on the 16” waterline located along the south side of 19th Street and the west side of Harper Avenue as shown on the attached map. The City purchased and provided all necessary materials for the valve replacement and Nowak Construction provided installation and surface restoration services. This work accounted for a total cost of $24,740.05 and an additional 15 contract days.

 

Change order #1 also includes costs associated with the final adjustment of bid items to reflect actual installed quantities in the amount of $24,393.00 and an additional 15 contract days. The additional contract time is warranted to account for delays associated with approval of traffic control plans and temporary road closures, approval of modifications from the as-bid plans to connection points at 19th Street & Harper Avenue and 19th Street and Maple Lane, and coordination of work with Douglas County to accommodate events at the Fairgrounds.

Change order adjustments represent 11.6% of the original contract amount when including work unrelated to the project and 10.8% of the original contract amount when excluding work unrelated to the project.

 

Project Funding:

The project is funded from the non-bonded Department of Utilities Capital Improvement Projects funds; a total of $1,384,651.00 is allocated for projects for the 2012-2013 fiscal year.
