RE:

Request to close northbound lane of New Hampshire Street – Marriott TownePlace, Project Number PW1328

On September 24, 2013 the City Commission approved the closure of the northbound lane of New Hampshire from 9th Street to the Arts Center to allow the relocation and reconstruction of the storm sewer.  The storm sewer needed to be relocated to safely excavate the site for the below grade parking structure.

The storm sewer has been successfully relocated and the street has been restored.

The contractor is requesting to be allowed to maintain the closure of the northbound lane (see attached map).  In order to set forms, raise steel and place concrete, a crane will be necessary.  The compact site does not have adequate area to set a crane.  The crane will be portable (on wheels) and the contractor has agreed to move the fence back allowing both lanes to be open for events (i.e. Old Fashion Christmas Parade) if necessary.

They are requesting to maintain this traffic control until March 1, 2014.  Winter is approaching, however the contractor believes this date is doable regardless of normal winter weather.

Police and Fire have been advised and are agreeable with the plan.  Fire has requested a 26 foot open width, which has been accommodated from the beginning.  This does require prohibiting parking on the west side of the street.

East Lawrence Neighborhood Association, Lawrence Arts Center, and Downtown Lawrence were notified of this item being discussed on the agenda.

Action Requested:

Pending Commission discussion, approve use of right-of-way and closure of the northbound lane of New Hampshire, from 9th Street south to the Arts Center through March 1, 2014.

Respectfully Submitted,

Charles F. Soules, P.E.
