Authorize the City Manager to execute an Engineering Services Agreement with Landplan Engineering for design phase engineering services in the amount of $58,189.50 for project UT1210CS, K-10 and Bob Billings Parkway Sanitary Sewer Relocations and approve KDOT Utility Agreement No. 006142011.

 

Project Description

The project consists of the relocation of approximately 4,150 linear feet of 8”, 12” and 15” diameter sanitary sewer interceptors in the area of K-10/Bob Billings Parkway and north of N. 1500 Road, as shown on the attached map. The existing sanitary sewer in this area is in conflict with the new Bob Billings Parkway Interchange and N. 1500 Road improvements.

 

Project History

KDOT is currently designing an interchange for the intersection of Highway K-10 and Bob Billings Parkway.  This project is anticipated to bid in summer of 2014 with construction completed in early 2016.  Review of the project’s field check plans show that portions of the existing sanitary system will require relocation.  Department of Utilities staff has been coordinating with KDOT and Landplan Engineering for sanitary sewer relocations required for this future construction.  Landplan Engineering conducted an initial review of KDOT plans to establish a preliminary layout of the required relocations. 

 

 


Project Status/ Details

The project is divided into three distinct sections: Bob Billings Parkway, K-10 and N. 1500 Road relocations. 

 

Bob Billings Parkway – Standalone Contract and Plan Set

This section of relocations includes approximately 1,100 linear feet of 12” diameter sanitary sewer interceptor.  This existing sanitary interceptor line is shown on the attached map.  KDOT has agreed to reimburse the cost for all work associated with this portion of the project due to this section being located within a City owned designated utility easement.  Based upon the current engineering services agreement the estimated construction cost for the Bob Billings Relocations of the project will be $171,382.   

 

As part of project UT1210CS, Landplan Engineering will provide design and engineering services for the Bob Billings relocations.  The contract and design plans for this system will be separate from the KDOT plans.  This section is being coordinated with proposed developments in the northeast corner of K-10 and Bob Billings Parkway.  It is anticipated that the development in this area will require sanitary service prior to the construction of the Bob Billings Parkway Interchange.  The construction of this interceptor system will take place in 2014, prior to the construction of the K10/Bob Billings Parkway Interchange.   

 

K-10 & N. 1500 Road – Combined Contract and Plan Set Included with KDOT Plans

The K-10 section of relocations includes approximately 1,800 linear feet of 15” diameter sanitary sewer interceptor.  This existing sanitary interceptor line is shown on the attached map.  This section of the project is within KDOT and City of Lawrence right-of-way, therefore the cost of this portion of the project will be paid for by City of Lawrence.

 

The N. 1500 section of relocations includes approximately 1,250 linear feet of 8” diameter sanitary sewer interceptor.  This existing sanitary interceptor line is shown on the attached map.  This section of the project is within City of Lawrence right-of-way, therefore the cost of this portion of the project will be paid for by City of Lawrence.

 

Based upon the current engineering services agreement the estimated construction cost for the K-10 and N. 1500 Road Relocations of the project will be $595,874.

 

As part of project UT1210CS, Landplan Engineering will provide design and engineering services for the K-10 and N. 1500 Road relocations.  The design plans for these systems (K-10 and N. 1500 Road) will be included within the KDOT plans for Project 10-23 KA-1826-01 K10/Bob Billings Parkway Interchange.  Due to constructability, the construction of these systems will occur during the construction of the Bob Billings Parkway Interchange. 

 

Staff have negotiated a scope and fee with Landplan Engineering for design engineering services for the required relocations.

 

The proposed scope and fee for design phase engineering services in the amount of $58,189.50 is commensurate and appropriate for the project.  The fee includes basic A/E design services as well as easement legal descriptions, right-of-way strip maps, and generating multiple bid packages, which are outside of the basic A/E design services listed in the 2011 Purchasing Procedures, in the amount of $58,189.50.

 

The table below reflects the proposed fee components in relation to estimated construction costs provided by Landplan and evaluated by City staff.

Staff anticipates completing the design phase in early 2014.

 

The basic A/E design phase ESA amount as a percentage of estimated construction cost of 8.5% is in accordance with the recommended amount of 9.0% per the design fee guideline adopted by the City of Lawrence on January 11, 2011.

 

For the bid and construction phase of project UT1210CS, supplemental agreements will be requested by the City.

 

Project Funding

Funding for the project will be from the Department of Utilities non-bonded construction fund.  Utility Agreement No. 006142011 states that KDOT will reimburse 23.2% of actual engineering and construction costs. 

Within this Engineering Services Agreement, an approximate reimbursement of $20,600.00 from KDOT is anticipated for work related to the Bob Billings Parkway relocations.    

Action Request

Authorize the City Manager to execute an Engineering Services Agreement with Landplan Engineering in the amount of $58,189.50 for project UT1210CS, K-10 and Bob Billings Parkway Sanitary Sewer Relocations and approve KDOT Utility Agreement No. 006142011.
