Set a bid date of October 29, 2013 for Bid No. B1355, for project UT1309DS 23rd Street Waterline Replacement, Phase III.

 

Project Description:

The 23rd Street waterline project includes the replacement of the existing 1956 8” cast iron waterline from Louisiana Street to Iowa Street. The project is planned to be completed in three phases as shown on the attached map. Phase I (Louisiana to Alabama) design is underway and is planned for construction in the summer of 2014. Phase II (Alabama to Ousdahl) will be designed in 2014 with construction to be coordinated with stormwater improvements at the intersection of 23rd & Ousdahl as well as with planned roadway improvements as part of the ownership transfer of the 23rd Street/K-10 corridor from KDOT to the City following the completion of the South Lawrence Trafficway. Phase III (Ousdahl to Iowa) design has been completed with construction planned to start in December 2013. Phase III of the 23rd Street Waterline Replacement Project includes the installation of approximately 1350 lineal feet of 8” PVC waterline by directional drilling and will be completed prior to Phases I and II to accommodate the intersection improvements at 23rd & Iowa scheduled for construction starting in March of 2014.

 

Project History:

Department of Utilities staff have been coordinating with Public Works staff, BG Consultants, and Professional Engineering Consultants for replacement of the waterline along the north side of 23rd Street from Iowa to Ousdahl. City of Lawrence Public Works staff are planning to reconstruct the intersection at 23rd & Iowa in March of 2014 and design of stormwater improvements along Ousdahl has been initiated. Department of Utilities staff have coordinated the location of the proposed waterline to avoid conflicts with the proposed intersection improvements and have phased the waterline replacement project to terminate on the west side of Ousdahl to avoid unknown conflicts that may arise during the design of the stormwater improvements.

 

Project Details:

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Wednesday October 09, 2013.

 

A public meeting will be held with affected business owners/tenants prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to ensure access is maintained and that planned water service interruptions are minimized throughout the project.

 

The waterline replacement project will require the free flow right hand turn lane from westbound 23rd Street to northbound Iowa Street to be closed as well as the northernmost westbound lane on 23rd Street for the duration of the construction timeframe. The northernmost westbound lane on 23rd Street will be tapered into the work zone starting 420 feet east of Ousdahl and westbound traffic will be reduced to a single lane on 23rd Street until approximately 600 feet west of Ousdahl as shown on the attached traffic control plans. The existing median at the northeast corner of 23rd & Iowa street will be modified to accommodate right hand turns by all vehicle types prior to the closing of the free flow right hand turn lane. The modification of the median will require a temporary closure of the easternmost northbound lane on Iowa Street, however, once the median modification is completed northbound traffic on Iowa Street will be unrestricted for the remainder of the project. No impacts to the left turn lane onto southbound Iowa Street or the southern westbound through lane are planned nor anticipated as part of this project.

 

Project Funding:

The project will be funded from the Department of Utilities bonded construction fund. The adopted Capital Improvement Project Scenario 5 budget allocates a total of $12,666,500.00 for the 2013-2017 period.
