Approval of Change Orders for Project

 

Project Details

 

Project scope included the reconstruction of Bob Billings Parkway eastbound lanes between Kasold and Iowa and westbound lanes between Crestline and Iowa, including installation of new waterline. Left turn lanes were constructed in the median at various locations throughout the corridor. A 10’ shared-use path was also constructed along Bob Billings Parkway on the south side of the roadway.

 

Construction items added to the scope and various constructability problems caused an overrun of quantities. Inspection of storm inlets and storm pipes crossing the roadway during construction showed deteriorated structures. It was determined to replace all curb inlet tops and to replace all metal pipe structures under the roadway with new concrete pipes.

 

At the request of several businesses affected by the project, additional traffic control detour signs were added to help guide traffic to respective places of business through the construction. Additional traffic control devices and phases were also added to the project cost as a result of the 15th and Iowa Project intersection adjacent to this project opening 2 weeks early.

 

Constructability issues with the shared-use path caused several added construction costs. The alignment of the shared-use path had to be moved away from the roadway in several locations. Although the new alignment required additional construction costs, it was determined to be a more economical alternative from the original design location. City staff worked with KU to determine the best location for path alignment. Items added to the scope included tree removals, riprap placement for an embankment near the box culvert, KU Chamney House meter to be relocated, fire hydrant valve boxes to be relocated, and concrete pump truck costs for sidewalk areas away from the roadway.

 

Other added construction costs included a KU Sanitary Manhole that needed to be relocated and a sink hole that developed in the roadway after a large rain event. The sinkhole needed to be dug out and filled with flowable fill before road construction could continue.

The UT1105DS 2013 Watermain Relocation Project was bid at $425,437.60 and is being funded from the Department of Utilities proposed Capital Improvement Projects budget.

 

The PW1225 Roadway Reconstruction Project was bid at $1,178,829.92 and is being funded with Infrastructure Sales Tax Funds. Change order costs in the amount of $76,220.07 will be paid for from Infrastructure Sales Tax Funds as well raising the public works project cost to $1,255,049.99. The budgeted amount from Infrastructure Sales Tax Funds for this project was $1.4 million dollars.

 

Action Request

 

Public Works staff requests approval of Change Orders in the amount of $76,220.07.
