A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

 

1.       Proclaim September 5 – 11, 2013 as International Literacy Week.

 

2.       Recognition of the Lawrence Police Foundation’s “Car 54 Where are You?” Golf Tournament.

 

3.       Proclaim the month of September, 2013 as National Preparedness Month.

 

4.        Presentation for Read Across Lawrence.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 08/20/13.

 

2.       Receive minutes from various boards and commissions:

 

Bicycle Advisory Committee meeting of 06/18/13

Planning Commission meeting of 07/22/13

Traffic Safety Commission meeting of 08/05/13

Mental Health Board meeting of 07/30/13

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Adopt on first reading, the following ordinances:

 

a)       Ordinance No. 8902, 2013 Standard Traffic Ordinance, Edition 2013.   Staff Memo & Attachments

 

b)       Ordinance No. 8899, amending the City Code to prohibit dogs in city cemeteries, with exceptions for service animals and leashed dogs on cemetery roads.    Staff Memo & Attachments

 

6.       Adopt on second and final reading, the following ordinances:

 

a)       Ordinance No. 8901, authorizing the issuance of up to $2.5 million in industrial revenue bonds (IRBs) and authorizing the Mayor to execute the necessary bond documents for the Neuvant House Project.

 

b)       Ordinance No. 8900, regarding upholstered furniture on porches.

 

7.       Concur with the following Traffic Safety Commission recommendations

 

a)       To approve traffic calming devices on Alabama Street at 7th Street. (TSC Item#2; approved 9-0 on 8/5/13).  Funding is not currently available for construction of these traffic calming devices.   Staff Memo   TSC Meeting Materials

 

b)       To establish a Bus Loading Zone 7:00 am – 9:00 am and 1:00 pm – 4:00 pm, School Days, along the west side of Hilltop Drive from Harvard Road north 600 feet, and adopt on first reading, Ordinance No. 8877, establishing the Bus Loading Zone. 8.       Authorize the City Manager to enter into a cost share agreement with the Kansas Water Office and approve payment to the Kansas Water Office in an amount of $52,640 for ongoing Kansas River Algal Study.  Staff Memo

 

9.       Approve as “signs of community interest”, a request from the Pilot Club of Lawrence to place a sign at the northwest corner of Harper and 23rd Streets advertising their annual antique show and sale, September 20 to September 21, 2013.

 

10.     Approve as “signs of community interest”, a request from Health Care Access to hang bras on the Kansas River bridge railings, and place two signs promoting the “Bras Across the Kaw” breast cancer awareness event near the entrances to the bridges, from September 29 to October 13, 2013.

 

11.     Authorize the City Manager to sign a Memorandum of Understanding for the 2013-2014 Safe Winter Walkways Program.   Staff Memo & Attachments

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

2.       Consider adopting on first reading, Ordinance No. 8898, establishing discretion for a Municipal Court Judge to order recoupment fees for convicted defendants who have been appointed counsel and/or served jail time for which the City incurred costs.    Staff Memo & Attachments

·         Chamber of Commerce Taste of Lawrence, Thursday, September 12, 4:00 – 7:00 p.m.  Location:  Meadowbrook Apartments.

 

·         National League of Cities Congress of Cities and Exposition, November 12 – 16.  Location:  Seattle, WA.

 

·         City Commission meetings scheduled for December 24 and December 31 have been canceled due to Christmas Eve and New Year’s Eve.

 

·         City Commission meeting will be held on Monday, December 30 for bill paying and end of year housekeeping items.  Time to be determined.

Board of Zoning Appeals/Sign Code Board of Appeals:

Four positions expire 09/30/13.  One position will become vacant and three positions are eligible for reappointment to additional terms.

 

Building Code Board of Appeals:

Four positions expire 11/30/13.  One position will become vacant and three positions will be eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Community Development Advisory Committee:

Two vacancies for positions that expire 09/30/13 and 09/30/15.  Three additional positions expire 09/30/13.  One of those positions will become vacant and three positions will be eligible for reappointment to additional terms.  Eligibility requirements exist for this board.

 

Contractor Licensing Board:

Three positions expire 12/31/13.  Two positions will become vacant and one position is eligible for reappointment to an additional term.  Eligibility requirements exist for this board.

 

Douglas County Senior Services Board:

One vacancy for a position that expires 12/31/15.  Two positions expire 12/31/13 and are eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/12.  Eligibility requirements exist for this board.

 

Historic Resources Commission:

One vacancy for a position that expires 03/01/15.  Eligibility requirements exist for this board.

 

Homeless Issues Advisory Committee:

Three positions expire 12/13/13.  One position will become vacant and two positions will be eligible for reappointment to additional terms.

 

Hospital Board:

Two positions expire 09/30/13.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/12.  One vacancy for a position that expires 09/30/14.

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council for a position that expires 09/30/14.

 

Lawrence Alliance:

Two vacancies for positions that expired 11/30/12.  Six additional terms expire 11/30/13 and all are eligible for reappointment to additional terms.

 

Lawrence Citizens Advisory Board:

Two positions expired 03/01/13 and are eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:

Four positions expire 12/31/13 and all are eligible for reappointment to additional terms.
