Glow Run 5K

 

 

Introduction

KC Running has requested a Temporary Use of Right-of-Way Permit to hold a Glow Run 5K on Saturday, October 12, benefitting the United Mitochondrial Foundation. The 5K would be run on the attached route, which starts and ends at South Park and runs through downtown and East Lawrence. The race would start around dusk at 8:00 p.m. Runners would wear glow sticks and other lighted clothing and accessories (there would be no paint or powder thrown on the runners, as happens during the Color Run and some Glow Runs). 2000-3000 participants are expected.   

 

Staff will notify neighborhood associations and properties along the route that the City Commission will be considering approval of this event. 

 

Timing of Street Closures

Street closures would approximately follow this schedule:

 

Traffic Control

Except for Massachusetts Street at South Park, which will be completely closed from approximately 2:00 p.m. to 11:30 p.m., streets will experience a rolling closure as the runners begin to leave South Park. Race volunteers will be stationed at every street and alley intersection to help traffic get in and out of the affected neighborhoods, but with 2000-3000 runners on the streets there will be no way to avoid delays. The police department will provide approximately 10 officers for traffic control at certain points along the course (race organizers will pay for all but 2 of these).

 

Race organizers will contract with a private provider for any barricades, cones, and other traffic control signage. The traffic control plan will be reviewed by Police and Public Works before final approval.

 

Cleanup

Race volunteers will follow the runners and pick up as much of the typical 5K debris as possible the evening of the race. The Public Works Department will send a send sweeper through the course the next business day as well.

 

ACTION:      Approve a Temporary Use of Public Right-of-Way Permit for the Glow Run on Saturday, October 12, 2013.
