Resolutions 7033, 7038, and 7040 - Authorizing General Obligation Bonds for Projects Identified Through the 2014 Budget Process

 

Please place the following items on an agenda for consideration of the City Commission:

 

Adopt Resolution No. 7033, authorizing the issuance of General Obligation Bonds for certain public facility improvements;

 

Adopt Resolution No. 7038, authorizing the issuance of General Obligation Bonds for certain fiber optic cable improvements and other associated improvements; and

 

Adopt Resolution No. 7040, authorizing the issuance of General Obligation Bonds for acquisition, construction, and equipping a public safety facility. 

 

Background

As part of the discussion of the 2014 Budget, several projects were identified as projects to be funded through the issuance of general obligation debt.   Resolutions deeming these improvements necessary and authorizing issuance of bonds and/or temporary notes have been prepared for consideration of the City Commission in advance of the bond sale in September.    

 

Resolutions

Resolution No. 7033 includes funding for the following improvements to City facilities:

·         Lawrence Arts Center.  The Lawrence Arts Center has requested funds to improve the kitchen facilities and to replace the phone system at the facility.  This resolution includes $40,000 for these improvements. 

·         Public Health Building.  This facility, located at 200 Maine, is in need of improvements related to security.  This resolution includes $60,000, which is the City’s share of the cost of these improvements.  The remaining funds will come from Douglas County.    

·         Carnegie Roof.  A portion of the roof that was not included in the recent renovation of this facility is in need of repair.  This resolution includes $100,000 for a portion of this project. 

 

Resolution No. 7038 includes $400,000 for improvements along 6th Street from Iowa to Wakarusa Drive, including but not limited to fiber optic cable and installation, conduit and installation of conduit, associated traffic control devices related to intelligent transportation systems and related equipment, and other fiber optic cable improvement necessary to proceed with completing the City’s redundant fiber optic system ring, and any related design, engineering, and inspection work.  

Resolution No. 7040 provides $1.5 million for the acquisition of a site for a new police facility.  Should the entire amount not be needed to acquire a site, the remainder could be used for engineering and/or design work.
