Resolution and Design Contract for Signal Improvements

 

Please include the following item on the City Commission Agenda for consideration at the July 16, 2013 meeting.

 

Project Description

The intersection of Bob Billings Parkway & George Williams Way (see attached map) has been identified for signal improvements prior to the completion of the interchange at K-10 and Bob Billings Parkway.  Construction of the KDOT interchange project will begin in 2014 with an estimated completion date of November 2015.   KDOT performed a traffic study at this intersection and concluded a signal would not be warranted when the interchange opened in 2015 but would be warranted by 2020.  KDOT held a public meeting for the K-10 interchange in September 2012 and several neighbors commented on the need for a signal at Bob Billings and George Williams, noting concerns with the close proximity of Langston Hughes and Corpus Christi schools and the future speed of traffic traveling east/west. 

 

City staff recommends the completion of a signal at Bob Billings Parkway & George Williams Way prior to the completion of the K-10/BBP interchange.  The scope of the project would include signal improvements and the addition of dedicated left turn lanes for eastbound and westbound Bob Billings Parkway; bicycle lanes will remain on Bob Billings Parkway.

 

Project Status

Public Works sent a request to design consultants to submit a proposal for engineering services including an estimated design cost.  BG Consultants submitted the lowest design cost ($29,000) and has the expertise to complete the plans.

 

Project Funding

Engineering Design Services: $29,000

Construction Cost: $246,000

Total Cost: $275,000

 

Design fees and Construction costs are recommended to be funded with General Obligation Bond from Resolution No. 7030.

 

Project Schedule

Completion of plans: February 2014

Advertise and bidding: March 2014

Construction: Summer/Fall 2014

 

Action Requested

Adopt Resolution No. 7030, authorizing $275,000 in general obligation bonds for the improvements at Bob Billings Parkway & George Williams Way.

 

Authorize City Manager to approve purchase order for design services for Bob Billings Parkway & George Williams Way signal plans to BG Consultants in the amount of $29,000.
