Background/History

The Kansas Department of Transportation (KDOT) is accepting applications for the state fiscal year 2015 Intelligent Transportation Systems (ITS) Set-Aside Program.  ITS uses electronics, computers, sensors, communications, and management strategies to improve roadway safety and transportation system efficiency.  KDOT's 2015 ITS Program is budgeted at $4 million and funds are awarded through a competitive process with ranking based on ITS benefits, cost effectiveness and percentage of local matching funds.

 

The City has received two previous KDOT ITS awards that provided funds for our existing network. In 2009 the city completed a $500,000 project (50/50 city/state funds) that completed the ITS system along 6th Street from Massachusetts to Iowa and along Iowa from 6th Street to 23rd Street.  This project also funded the equipment for the Traffic Operation Center in the Traffic Engineering Building at 5th & Mississippi which includes hardware, software, video screens and other ITS devices.  In 2012 the city completed its second ITS project through the KDOT set-aside program along 23rd Street from Iowa to Harper at a cost of $180,000 (17/83 city/state funds).  Both projects included conduit and fiber linking intersections through the corridor with equipment to monitor and optimize traffic flow.  Benefits from the ITS system include immediate notification of traffic signal malfunctions and the ability to implement unlimited timing plans from the operation center for emergencies or special events.

 

Project Details

The Public Works Department is recommending submitting two applications for this year's program:

 

The first application, Phase 1, includes equipment to add 12 intersections along 6th St from K-10 to Wakarusa; on Wakarusa from 6th Street to Clinton Parkway; on Clinton Parkway from Wakarusa to Iowa; and adding the intersection of 23rd/K-10 & O'Connell.  In 2012 Verizon installed a 1 1/4 inch conduit for the city alongside their conduit for a project they constructed.  The city is partnering with the University of Kansas to install a 288 fiber optic cable in this conduit.  Equipment at the 12 intersections include installing new controllers,  PTZ cameras and cabinet modifications to enhance traffic flow, traffic safety and monitor each intersection.  The estimated construction cost of Phase 1 is $215,000.

 

The second application, Phase 2, is for the proposed installation of a new 3" HDPE conduit and 288 count fiber on 6th Street from Iowa to Wakarusa.  Additional work with this project would include pull boxes and adding 6 intersections on to the existing City ITS system with new controllers, PTZ cameras and cabinet modifications.  This project will complete a fiber loop (6th St/Iowa St/Clinton Pkwy/Wakarusa Dr) and enhance traffic flow, traffic safety at intersections on west 6th St.  The estimated construction cost of Phase 2 is $457,000.

 

If awarded, Engineering Design and construction plans will be completed this fall in-house by city staff and funds will be available for state fiscal year 2015, beginning July 1, 2014.

 

Project Status / Funding

Applications are due to KDOT by June 28, 2013 with presentations on July 10, 2013 and  projects will be chosen by July 31, 2013.

 

The estimated cost for Phase 1 is $215,000 and Phase 2 is $457,000 for a construction cost of $672,000.  The city will request estimated design costs of $60,000 be included in the application for participation of matching funds for a total project cost of $732,000.  The recommended city match is $292,800 which is 40% of the total project cost.

 

 

Action Requested

Authorize staff to submit applications for the fiscal year 2015 KDOT ITS Set-Aside Program.
