RE:

Project PW1220 - Pennsylvania Street, 8th to 9th Brick Reconstruction & 9th Street, Pennsylvania to Delaware Street Reconstruction

Project Description

A request for infrastructure and public improvements was made on July 24, 2012 by a development group working on renovation and redevelopment of 810/812 Pennsylvania Street into an arts gallery with events space on the lower level and office space on the upper level.

In response to this request the City of Lawrence has prepared plans to restore Pennsylvania Street from 8th Street to 9th Street to its original brick condition.  This will be done with a flyash treated subgrade, seven inches of asphalt, one inch of sand, and one layer brick surface course.  The existing Pennsylvania Street is currently constructed with one layer of bricks overlaid with asphalt.  In order to have enough bricks for the project, bricks will be harvested from 9th Street, Pennsylvania Street to Delaware Street which was constructed with two layers of brick overlaid with asphalt.  9th Street, Pennsylvania Street to Delaware Street along with the intersections of 8th & Pennsylvania, 9th & Pennsylvania, and 9th & Delaware will be reconstructed with 10" concrete on a flyash treated subgrade.  In addition to the roadway improvements on-street angled parking, pedestrian lighting, sidewalks, concrete crosswalks, curb and gutter, and storm sewer will be constructed as part of this project.

A Capital Improvement District request has been submitted by the development group to fund underground installation of power and cable lines.  The estimated cost is $109,000 and is not included in the estimated project cost.

Project Funding

The estimated project cost is $807,000.  The project is being funded with street maintenance funds.
