Project Description

Plans are complete for the complete reconstruction of Iowa Street from approximately 200' south of Harvard to the Irving Hill overpass.  The improvements will include:

 

Bid Letting Summary

KDOT opened bids for the Iowa Reconstruction Project on January 16, 2013.  The low bidder was King's Construction Company in the amount of $4,435,751.65.  The Engineer's Estimate was $6,088,000. 

 

The Federal Funds allocated for eligible expenses include:

Highway Safety Improvement funds (90/10) (State/City) up to $1,200,000 maximum.

Surface Transportation Program funds (80/20) (State/City) up to $3,000,000 maximum.

 

The City match to the federal funds plus non-participating items for construction costs is $1,070,000.  In order to guarantee the low bid, KDOT must receive a resolution of commitment to the city funds by February 13, 2013.  The bid summary letter and city cost breakdown is attached.  

 

City staff also requests approval of a purchase order for payment to KDOT for the city funds in the amount of $1,070,000 to be submitted by March 7, 2013.

 

Construction Engineering Inspection Services

Prior to the bid letting, city staff submitted a request to KDOT for reimbursement of inspection services; city staff will be performing inspection services for the project.  Due to the favorable bids, federal funds remain to reimburse city inspection costs of the project by force account up to $297,735.90.  The city/state agreement is attached.

Project Schedule

Construction will begin in mid/late February weather permitting.  An incentive provision has been added to contract for the contractor to receive $6000/day for completion of work in the intersection of 15th & Iowa prior to August 16, 2013 up to a maximum of $96,000 for opening prior to August 1st (16 days).  In addition, the contractor will be allowed to perform some intersection related work that still maintains traffic prior to the May 21st start date for reconstruction of the intersection. King's Construction is anticipating working double shifts and weekends during the project to expedite work and meet a project complete date of November 16, 2013.

 

Action Request

Authorize Mayor to sign Authority to Award Contract/Commitment of city funds for construction of Iowa Reconstruction Project.

 

Approval of payment to KDOT in the amount of $1,070,000 for city share of construction costs.

 

Authorize Mayor to sign KDOT city/state agreement for Construction Engineering Inspection Services for Iowa Reconstruction Project.
