Power lines for ground water recovery system at former Farmland Plant

 

Please include the following item on the City Commission agenda for consideration at the December 18, 2012 meeting:

 

Background & Details: With the acquisition of the former Farmland Industries Nitrogen Plant, the City is bound by Consent Order (Case No. 10-E-94 BER) to maintain the existing ground water recovery system associated with the sites environmental remediation.  The existing electrical infrastructure has been a continuous problem to maintain since the City took acquisition.  The age of the poles and lines are forty to fifty years old and at the end of their design life.  Due to the impending construction of the new road infrastructure and the relocation of the existing electrical substation on site, now is the time to relocate the power lines.  It should be noted that several of the existing poles are in conflict with the new road infrastructure and will need to be moved regardless.  The preliminary estimate for the design and construction of the new electrical service is estimated at $165,000.

 

Project Funding.  The funding source for the construction of the new electrical lines will be the remediation funds obtained with the acquisition of the former Farmland property.

 

Action Request.  Authorize the City Manager to enter into an agreement with Westar to construct the electrical lines necessary to power the existing environmental remediation ground water recovery system at an estimated amount of $165,000 (Project No. PW1313).
