Please include the following item on the City Commission Agenda for consideration at the December 18, 2012 meeting:

 

Authorize the City Manager to Execute Supplemental Agreement No.1 to the existing Engineering Services Agreement with Black & Veatch for Project UT1102KA Kaw WTP Raw Water Intake modifying the scope of services to include the design of improvements to the existing intake and a dredging plan with no change in the previously contracted fee.

 

Project Description

The recommended project provides for improvements to the operational Kaw Water Treatment Plant intake to reduce the impact of sand and sediment intrusion, raises the structure above the new water surface elevation of the Bowersock Mill Pond, and dredging accumulated river bed material and debris from the vicinity of the intake. See the attached figure showing the improvements to be made to the intake. These improvements are based on the recommendations in the November 2012 Kaw Water Treatment Plant Raw Water Intake Evaluation. 

 

Project History

January 24, 2012 - City Commission authorized execution of the Engineering Services Agreement for the work.

September 5, 2012 - Received draft report.

September 20, 2012 - Provided Staff review comments to Black & Veatch.

November 20, 2012 - Received updated report.

 


Project Status

Staff have reviewed the report and its proposed raw water intake options ranging from a new surface water intake to horizontal collector wells. The construction of a new surface water intake is included in several of the proposed CIP and Rate Plans for discussion in early 2013.

 

At this time Staff recommend proceeding with the improvements to the operational intake. Staff have negotiated a scope and fee with Black & Veatch for the design and permitting of the improvements in the amount of $42,500.00. The proposed improvements to the intake and the dredging are estimated to cost $150,000.00. The fee is large compared to the construction cost for several reasons: the permitting effort required for work within the river is disproportionately large compared to the construction cost; the preparation of plans and specification that deal with in river and underwater work; the modeling analysis of the additional height of the intake and its impact on river water surface elevations (the no rise analysis).

 

The cost of the design and permitting work is proposed to be carried out within the value of the originally authorized Engineering Services Agreement for the study phase. The results of the Kansas River modeling limited the number of potential intake sites, and types, that were ultimately evaluated in during the study. Final invoices for the report have not been provided at this time but it is anticipated that the original study phase will have a remaining balance of approximately $80,000.00.

 

Project Funding: The project is funded from the Department of Utilities nonbonded construction fund.
