Arts Center Final Friday Event

 

The Lawrence Arts Center has applied for a Temporary Use of Public Right-of-Way Permit for the closure of a portion of the 900 block of New Hampshire from noon to midnight on Friday, September 28. The event would feature bands, children’s activities and vendors on the street. The event would close the 900 block of New Hampshire from 9th Street to just north of the southernmost entrance to the parking garage (see attached map).

 

Access to the parking garage would be maintained via the southernmost entrance on New Hampshire as well as the 9th Street entrance. The street would be blocked with movable barricades but the applicant would maintain a 20’ fire access lane throughout the event area. The final site layout for the event will have to be approved by the Fire Medical Department.

 

Because some oversize vehicles, due to height, can only enter the garage at the southern New Hampshire entrance, and can only exit at the northern New Hampshire entrance, the event organizers will have to monitor the northern entrance for vehicles needing to exit during the event. Based on past experience, the monitor stationed at the garage would also be required to keep patrons from exiting the event area with alcohol through the garage, and keep children from leaving the event area to ride skateboards or scooters in the garage. Parking for Animal Control vans will be reserved on the open portion of the 900 block of New Hampshire, so that they do not have to travel through the event area.

 

The event would require a number of bus reroutes, which can be accommodated for the event. The event also requests barricades and meter bags to close the street, and additional trash barrels.  

 

 

Organizers of the event have also requested permission to sell alcohol which would be possessed and consumed on the right-of-way outside of the Arts Center. To accommodate this request adoption of an ordinance to allow possession and consumption on the right-of-way are necessary. 

 

 

ACTIONS:    Approve a Temporary Use of Public Right-of-Way Permit allowing the closure of a portion of the 900 block of New Hampshire Street for the Arts Center Final Friday event from noon to midnight on Friday, September 28, 2012.  

 

                   Adopt on first reading, Ordinance No. 8792, allowing possession and consumption of alcoholic liquor on certain public right-of-way in conjunction with the Arts Center Final Friday event.
