Project Description

The O’Connell Road Waterline project involves the installation of approximately 9,960 lineal feet of 16” waterline from O’Connell Road and Prairie Terrace south to approximately 2,000 feet north of 1100 Road as shown on the attached map (updated 09/04/12). The waterline extension will provide service to the future Wakarusa Wastewater Treatment Facility and connection points for both the City of Baldwin and Douglas County Rural Water District No. 4.

 

Project History

Department of Utilities staff have been coordinating with KDOT and Wilson and Company for utility relocations required for the construction of the completion of the South Lawrence Trafficway. Wilson and Company is currently under contract with the City of Lawrence for the design of 31st Street from Haskell Avenue to O’Connell Road which includes a 12” watermain extension along the north side of the proposed 31st Street alignment. Both the City of Baldwin and Douglas County Rural Water District No. 4 currently have their metered connection points in the vicinity of the intersection of 31st Street and Haskell Avenue and must relocate their meter and backflow vaults to accommodate the planned reconstruction of this intersection as part of the South Lawrence Trafficway project.

 

Department of Utilities has the O’Connell Road Waterline Extension included in the recommended Capital Improvement Program for the year 2016. In order to accommodate points of connection for the City of Baldwin and Rural Water District No. 4, Staff are recommending acceleration of the project for design in 2012 with construction to be completed prior to June 2013 in accordance with KDOT’s bidding and construction schedule for the South Lawrence Trafficway.

 

Project Status/ Details

Staff, at the direction of the City Manager, have negotiated a scope and fee for the design of the O’Connell Road Waterline project with Wilson and Company. Wilson and Company was selected for the design contract due to their involvement with the design of 31st Street and knowledge of the South Lawrence Trafficway project. Their current coordination efforts with other consultants, KDOT, and City staff will compress the overall design schedule and allow the City to complete bidding and construction of the project in advance of the bidding of the South Lawrence Trafficway project.

 

The table below reflects the proposed fee components in relation to estimated construction costs provided by Wilson and Company for evaluation by City staff. For estimating purposes a 20% contingency is included in the construction estimate below to account for any unforeseen items excluded from the anticipated scope of construction activities.

The Engineering Services Agreement includes subconsultant fees for geotechnical and ground survey work as well as bid phase services. Construction phase services are not included within the proposed scope and will be negotiated and executed at the time of bid award.

 

Staff anticipate completing the design phase and having the project ready to bid in late 2012 for construction completion prior to June of 2013.

 

Project Funding

Funding for the project will be from the Department of Utilities non-bonded construction fund. Cost sharing with KDOT, City of Baldwin, and Rural Water District No. 4 may be available to offset the total cost to the City, however, no cost share agreements are currently in place.
