RESOLUTION NO. 6987

A RESOLUTION OF THE CITY OF LAWRENCE, KANSAS ESTABLISHING A COMMITTEE OF INTERESTED CITIZENS TO AID AND ADVISE THE CITY COMMISSION IN THE PLANNING, PROMOTION AND CONDUCT OF THE ACTIVITIES AND EVENTS NECESSARY TO RECOGNIZE THE 150TH ANNIVERSARY OF THE AUGUST 21, 1863, RAID ON OUR CITY BY QUANTRILL AND HIS FOLLOWERS.

 

WHEREAS, August 21, 1863, the day during which a band from Missouri, forever thereafter known as Quantrill’s Raiders, sought to impose its unsolicited political beliefs upon our City by slaughtering and wounding vast numbers of its citizens and destroying numerous of its physical structures; and

 

WHEREAS, August 21, 2013, the 150th anniversary of the massacre of Lawrence will be a Day of Remembrance of those shattering and devious events wrought upon our City, lest we forget; and

 

WHEREAS, August 21, 2013, will also be a Day to Celebrate the will, strength and ingenuity of those who survived those tragic events of 150 years before, as well as those who followed and carried on the nurturing of the City we are privileged to call home; and

 

WHEREAS, it being our responsibility to keep alive our history and preserve our heritage, we will combine a period of Remembrance with one of Celebration during the occasion of the 150th anniversary of those tragic events in our past.

 

NOW, THEREFORE BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF LAWRENCE, KANSAS:

 

Section 1.        Establish the 150th Anniversary Advisory Committee. The City of Lawrence will create an advisory committee to make recommendations to the governing body on the implementation of the 150th Anniversary schedule of events.

 

Section 2.        Membership and Organization. The Advisory Committee shall consist of nine (9) voting members who are domiciled residents of Douglas County, Kansas, and represent a broad range of interests and understanding of the City’s immediate post 150 years of history. The advisory committee shall work directly with the City Manager and those designated by him, with the governing body having oversight of the committee’s activities.

 

Section 3:        Purpose of the 150th Anniversary Advisory Committee.

 

 

Section 4:        Open Meetings and Open Records. All meetings of the members of the advisory Committee shall be open to the public and conducted in compliance with the Kansas Open Meeting Act (KOMA). All records shall be deemed open records unless otherwise exempted all in accordance with the Kansas Open Records Act (KORA).
