EIGHT (8) POLICE PATROL VEHICLES – POLICE DEPARTMENT – #B1242
The Police Department requested bids for replacement patrol vehicles, four (4) sedans and four (4) utility body vehicles. The winter of 2009-2010 produced several snow events. The standard patrol cars had difficulty with getting stuck on side streets that had not been cleared. The Ford Police Interceptors that are the low bid are all wheel drive. These vehicles will perform better and safer on snowy or wet streets than previous patrol vehicles.
In 2009 the City of Lawrence adopted a local preference policy (attached). The policy states that the governing body may award a bid to a local business if the bid is no more than 1% higher than the lowest bid. Laird Noller Automotive’s bid is within 1% of Shawnee Mission Ford’s bid, therefore the local preference policy applies.

Funding for this purchase was approved in the 2012 budget process.
Recommendation Action:
Apply local purchasing preference policy and award bid for eight police patrol vehicles for the Police Department to Laird Noller Automotive for $201,016.00. (Police/Patrol)
