Effective July 1, 2012, the Kansas Legislature amended K.S.A. 2011 Supp. 12-1509, K.S.A. 2011 Supp. 12-526, and K.S.A. 2011 Supp. 12-1509, changing requirements governing who may sit for examination in the trades of plumbing, electrician, and mechanical heating, ventilation, and air conditioning, and requiring that the licensing body verify practical field experience and that the applicant passed the appropriate examination prior to issuing the appropriate certificate of competency or license to the applicant.

 

Currently, the City, at City of Lawrence, Kan., Code §§ 5-1701 et seq. (Jan. 1, 2011), regulates those who may sit for examination as plumbers, electricians, and mechanical workers and establishes requirements for obtaining appropriate certificates of competency and licensure.

 

The purpose of Ordinance No. 8752, which would amend City of Lawrence, Kan., Code           §§ 5-1705 and 5-1706 (Jan. 1, 2011), is to bring the City Code into compliance with the amendments to state law, namely (1) allowing applicants to apply for examination without first establishing practical experience and (2) requiring the City, prior to the issuance of any certificate of competency or licensure, to verify that the applicant passed the appropriate examination and has the requisite field experience. The proposed amendment makes other slight alterations in the language of the existing sections.

 

Requested Action:

Adopt, on first reading, Ordinance No. 8752, which would amend City of Lawrence, Kan., Code §§ 5-1705 and 5-1706 (Jan. 1, 2011), pertaining to the examination and licensing of certain trades, to comply with amendments to state law that will be effective July 1, 2012.
