RE:

19th Street and Constant Avenue

Background:  The University of Kansas is reconstructing Constant Avenue from 19th Street to Crestline Drive.  During the design the City and KU discussed the condition of 19th Street from Iowa to Constant Avenue.  This section of 19th Street has significant rutting and shoving and shows signs of base failure.  The City agreed that 19th Street needed to be reconstructed along with the Constant Avenue project.

Status:  The City worked with KU on the reconstruction specification and KU paid for the engineering design.  Video detection for 19th Street and Iowa Street was also added to the project.  The street will be 10” concrete on a crushed rock (AB-3) subgrade.  The project was recently bid.  The bid for 19th Street and the video detection at 19th Street and Iowa Street is $138, 850.00.  The City has discussed with KU to participate in an amount of $75,000.00 for 19th Street and $30,000.00 for the video detection, total of $105,000.00.  KU has also paid for the design and will provide for the inspection of the project.

The project has begun.  Both 19th Street and Constant Avenue are closed.  The project is expected to be completed by August 1, 2012.

Action Requested:  Approve payment to the University of Kansas in an amount of $75,000.00 from the street maintenance program and $30,000.00 from the infrastructure sales tax for the reconstruction of 19th Street and video detection of the intersection of 19th Street and Iowa Street.

Respectfully Submitted,
