Engineering Design Services Contract

Project Description

Proposed geometric improvements would include dual left turn lanes for east and west bound and reconfiguration of the free flow right turn lanes for west, south and north bound. In addition to reducing the queue lengths of the left turning traffic, the proposed dual left turn lanes will also improve through and right turning movements, especially during the morning and afternoon peak hours. The reconfiguration of the right turn lane would reduce the number of accidents involving merging and weaving movements. The reconfiguration plan will also improve pedestrian safety at this location.

 

This project will involve complete reconstruction of the intersection pavements and approaches with concrete. The remainder of the area within the project limit will be milled and overlaid with asphalt surfacing. The project will likely include removal and replacement of existing drainage structures, relocation and reconstruction of the traffic signal system, sidewalks, utility adjustments and aesthetic improvements.  Other considerations include access modifications to the property on the northeast corner and modifications to the retaining wall/sidewalk on the southwest corner.

 

Project History / Status

-       In 2011 KDOT selected 23rd & Iowa for $500,000 in geometric improvement funding.

-       In February 2012, the project received $200,000 in federal highway safety funds.

-       In March 2012, city staff received Statement of Qualifications from consulting engineering firms to provide Engineering Design Services for this project.

-       On April 4, 2012 three firms were interviewed by the selection committee and BG Consultants was selected.

-       On April 24, the City Commission authorized staff to negotiate an agreement for engineering services with BG Consultants.

Proposal / Project Cost and Funding

Engineering Design Services: $178,186

Construction Cost: $2,000,000

Total Cost: $2,178,186

 

The cost for scope of engineering services ($178,176) is 8.9% of the estimated construction cost which is in-line for preparing a project that will meet KDOT criteria for a KDOT bid letting. 

 

The reconfiguration also presents an opportunity to include some landscaping to visually enhance the intersection. BG Consultants is retaining Ochsner Hare & Hare to create a conceptual landscape plan, cost ($9,500) is included in the total for engineering design services.

 

Estimated total cost of this project is $2.2 million. Project funding will consist of $500,000 in geometric improvement state funding, $200,000 federal highway safety funds and city funding of $1.5 million in general obligation bonds for the balance.  The project has been included in the 2014 Capital Improvement Plan budget.
