RE:

Liberty Hall 100 Year Anniversary Celebration

The City has received a request from Liberty Hall to close a portion of the 600 block of Massachusetts from 1:00 p.m. – midnight on Friday, June 22, 2012, for a celebration of Liberty Hall’s 100 year anniversary. Massachusetts Street would be closed from 7th Street to just south of the M&M Office driveway. That driveway would be used as a vehicle turnaround. The event would feature live music, kids’ activities and sales of food and beverages.

The event would feature the sale, possession and consumption of alcohol on the public right-of-way. Possession and consumption on the right-of-way is generally prohibited unless a specific area is exempted by ordinance. Staff has prepared Ordinance No. 8735 for City Commission consideration, which would allow possession and consumption of alcohol on the 600 block of Massachusetts during the event. The city’s Standard Conditions for Alcohol on the Public Right-of-Way (attached) would apply to this event.

The event organizers have been reaching out to other businesses on the block regarding the proposed event. City staff also notified by mail property owners and tenants on the 600 block of Massachusetts that the City Commission would be considering this request during the May 22, 2012, City Commission meeting.

ACTION:       Approve a Temporary Use of Public Right-of-Way Permit for Liberty Hall, allowing the closure of the 600 block of Massachusetts St from 1:00 p.m. – midnight on Friday, June 22, 2012.

Adopt on first reading, Ordinance No. 8735, allowing the possession and consumption of alcohol on the public right-of-way on the 600 block of Massachusetts Street from 1:00 p.m. – midnight on Friday, June 22, 2012.
