Please include the following item on the City Commission consent agenda for consideration at the March 27, 2012 meeting:

 

Project Description.  This concrete rehabilitation project includes intermittent curb repair and replacement, some adjacent concrete sidewalk impacted by curb replacement including access ramps, and various concrete street pavement removal and replacement.  The street curb and gutter and concrete pavement sections to be worked on are in poor condition with extensive concrete deterioration.  General project areas include N 3rd St from Elm St to North St, Nicklaus Dr/ Hogan Dr/ Palmer Dr east of Inverness Dr, and Princeton Blvd/ Summer Tree Ln/ Glenview Dr south of Peterson Rd (Base Bid locations on attached map).

 

Alternate Bid locations are also on the attached map and include the concrete reconstruction of W 11th St from Tennessee St west to the Alley and the concrete pavement patching of W 20th St from Massachusetts St to Ohio St.  W 11th St is currently brick with stone curb and proposed to be replaced with concrete due to the reoccurring failure of overlay asphalt on brick along with significant base settlement on this inclined approach to Tennessee St.  The proposal includes salvaging all brick and stone curb materials for future rehabilitation and general maintenance of brick streets.  Steps shall be taken to minimize damage of salvaged material to be stored.  The Historic Resources Commission approved the reconstruction of this portion of W 11th St at their March 15, 2012 meeting as proposed.

 

Project History.  The City’s annual pavement maintenance program was reviewed and approved by the City Commission on December 20, 2011.  Of the various program projects, the 2012 Microsurfacing Program was awarded on February 28, 2012, the 2012 Crack Seal Program (to be performed by City internal crews), the 2012 Overlay Program Phases 1 and 2, the KLINK Overlay & Geometric Improvements work on 6th St from Iowa St to Monterey Way, and the 2012 CIP Reconstruction of Wakarusa Dr from Research Park Way to Oread West Dr are also planned for this construction season as presented at the December 20, 2011 City Commission Meeting.

 

Project Details.  The bulk of the project includes the removal and replacement of curb and gutter sections and concrete full depth pavement patch repairs to restore structural capacity and proper drainage to the City streets. Staff has reviewed the project with the “Complete Streets” policy and has incorporated elements that are fiscally and financially appropriate.  Elements planned for inclusion are: access ramps and improved safety from curb and pavement repairs.

 

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.  Funding for the program was approved in August, 2011 and adopted in the 2012 City Budget.  This project was included in the 2012 Pavement Maintenance Program for concrete rehabilitation to be paid from the motor fuels tax and storm water fund.

 

Action Request.  Set Bid Date of April 10, 2012 for the 2012 Concrete Rehabilitation Program - Project No. PW1205.
