Introduction

The main focus of Intelligent Transportation Systems (ITS) is to improve safety and efficiency of the transportation system. The fundamental philosophy of ITS is that the Roadway Infrastructure and Traffic perform as an integrated system. Kansas Department of Transportation (KDOT) created an ITS Set-Aside Funding Program in 1999 with a vision to ensure safer and more efficient traffic flow across Kansas. In 2006, through a state wide competitive selection process, the City of Lawrence received an award of $250,000 of KDOT ITS Set-Aside Funding - this award along with city’s matching funds made possible the foundation and framework for a sophisticated and advanced traffic management system in Lawrence. This project covered 6th Street (from City Hall to Iowa) and Iowa Street (from 6th to 23rd) with a connection to the traffic offices at 445 Mississippi Street, and an extension added North 2nd Street/3rd Street from 6th Street to the intersection of state highways 24-40.

 

Project Details

The main objective of this project is to expand the fiber optic communication lines in order to develop a closed loop traffic signal system along 23rd Street from Iowa Street to Harper Street (see attached map). A closed loop traffic signal system will enable video-monitoring of intersections, instantaneous response to signal malfunctions and unlimited signal timing plans, and thereby would greatly improve traffic flow and safety. This project will include installation of CCTV cameras and related Intelligent Transportation Devices.

 

A total of 144 strands of fiber optic cable will be installed in the existing 1 ¼” empty conduit. This existing conduit was installed about 10 years ago by Light Core (a telecommunication company headquartered in St. Louis, MO) under a right of way agreement with the City. Out of 144 strands, the city will be utilizing approximately 96 strands - the remaining fiber strands can be shared with other public/private entities through a partnership or leasing/license agreement in the future.

Total estimated Project cost is $180,000.00 and will be financed as outlined below. Engineering Design fee is included in the total project cost and is eligible as city’s matching funds.

$150,000.00

City Funds (GO Bonds)

$30,000.00 (Res. 6949, passed by CC on October 18, 2011)

 

The City will pay for the construction cost upfront and will get reimbursed by KDOT.
