Construction Management Contract for Library Project

 

 

On December 6, 2011 the City Commission authorized staff to distribute a request for qualifications for construction management services for the library expansion/renovation project.   The City received responses from 15 firms.  A selection committee of library representatives, city staff and the architects (Gould Evans) reviewed the submissions and interviewed five firms.   The recommended firm is BA Green Construction of Lawrence.  The firm is recommended because of their experience, including local experience on public construction management projects (e.g. Community Health Building), their approach to the project, and their proposed fees for the project being comparatively low to other submissions received.

 

City staff has negotiated a set of necessary contract documents with BA Green for the project.   The contract provides a lump sum fee of $37,250.00 for pre-construction services.  These services will enhance the project with contractor participation in elements of the construction documents (e.g. work with subcontractors to determine best value for construction elements; enhance project scheduling to provide a timely project and cost saving opportunities, etc.)  These services will also assist in evaluating the library decision on whether to remove all/portion of library operations during construction.   The remaining compensation to BA Green will be a construction services fee of 2˝% and a general conditions cost of 3˝% of the total construction cost.  As outlined in recommending the construction management delivery system for the project, the vast majority of the project (everything outside of the general conditions for construction work) will be competitively bid.   If BA Green chooses to bid on a portion of the project, they will do so under the City’s competitive bidding process.

 

One of the first tasks for the construction manager and architects will be to refine the schedule for the project, including an alternative related to construction with relocated library functions if that alternative would be chosen.

 

ACTION RECOMMENDED:    Authorize City Manager to execute contract documents with BA Green Construction for construction management services for the library project, if appropriate.
