Set a bid date of April 17, 2012 for Bid No. B1222, project UT1104DS, Wimbledon Drive Watermain Replacement.

 

Consistent with the City Commission’s direction during the 2011 Budget Sessions, Department of Utilities Staff continue to monitor and control expenses in relation to actual revenues. As these are evaluated, sources of Capital Project Funding are being identified to carry out the City Commission’s stated goal of executing priority Capital Projects even in the current economic climate. The reasons for executing this project are outlined in the memo below.

 

Project Description:

Replacement of approximately 3,000 feet of existing 8” watermain along Wimbledon Drive from Inverness Drive to Crossgate Drive as shown on the attached exhibit. The existing watermain along Wimbledon Drive is ductile iron and was installed in 1982. The existing watermain has failed numerous times due to the highly corrosive soils present in this area coupled with the fact that the watermain was installed without protective measures against corrosion.

 

Project Details:

BG Consultants have addressed City Staff comments on the plans and specifications and will have final construction documents available for bidding by March 28, 2012. No additional right-of-way, easements, or permitting are required prior to bidding the project. However, staff are currently working with Alvamar Inc. to obtain a right-of-entry agreement to perform construction activities across the Alvamar property. While staff do not anticipate any delays in executing a right-of-entry agreement with Alvamar Inc., staff will delay the bid date in the event that the agreement has not been executed by the requested bid date.

 

The construction documents identify contractor experience requirements, construction methods, phasing, and traffic control requirements designed to minimize the duration of construction and the impact to affected property owners. Work on Wimbledon Drive will be completed in advance of the scheduled roadway rehabilitation as part of the 2012 Microsurfacing Project PW1204.

 

Project Schedule

The contractor will be given notice to proceed at the earliest possible date following execution of the contract. The following is the anticipated timeline for project completion based on the total contract time of 105 calendar days, 80 days permitted for the completion of work on Wimbledon Drive and an additional 25 days allocated for the work across the adjacent property of Alvamar Inc.

          Project Completion   August 02, 2012 (Wimbledon Drive)

          Project Completion   August 27, 2012 (Entire Project)

 

Project Funding:

Funding for this project is from the remaining 2009 bond proceeds from the Build America Bonds. Per the terms of the Bond, these funds must be expended prior to August of 2012 to maintain their non-taxable status
