Project Description
The project includes two sections. Section one includes extending Delaware from 8th to 9th Street. Storm sewer, angled parking, landscaping, pedestrian lighting, and waterline improvements are to be made. Reconstruction of the Northern half of the alley in the 800 block between Delaware and Pennsylvania is also included. Section two includes a parking lot for the Poehler building including pavement, storm sewer, parking lot lighting, and landscaping. Construction is anticipated to begin in late March with a “substantial completion” date of June 30, 2012.
Project Cost/Funding
The total cost of this project is within the available funds/budget (approved by the City Commission) for these improvements.
To ensure timely completion of the project, staff already received bids (approved by the city commission on 02/21/12) for storm water pipes and inlet structures – these concrete items typically have 4 to 6 weeks of delivery lag time. The intent is to have these materials available so the contractor can proceed with the project without any delay. Staff is also in the process of procuring the lighting fixtures appropriate for Historic Industrial District.

Bid Evaluation / Recommendation
Staff has evaluated all bid proposals to check for accuracy, completeness and other applicable criteria / requirements. As shown in the Summary Table, the bid proposal from Kings' Excavating offers the “lowest responsive” total bid price for this project. Staff recommends Award of City Bid No. B1214 to Kings' Excavating (see attached bid tab).
Action Request
Approve bid from Kings' Construction for Project PW1126, Delaware Street, 8th to 9th Street and Poehler Parking Lot in the amount of $809,061.40 provided the contractor can meet the terms established in the contract documents.
