A.        STUDY SESSION:

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 02/07/12.

 

2.       Receive minutes from various boards and commissions:

 

Parks and Recreation Advisory Board meeting of 02/14/12

Human Relations Commission meeting of 11/17/11

Public Health Board meeting of 12/19/11

Homeless Issues Advisory Committee meeting of 01/10/12

Community Development Advisory Committee meeting of 01/26/12

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor. 

 

6.       Bid and purchase items:

 

a)       Waive bidding requirements and authorize the purchase of two (2) one ton extended cargo vans for the Parks and Recreation Department to Laird Noller Automotive for $27,115.00 each total purchase $54,230.   Bid Memo

 

b)       Award the base bid for Project No. PW1204, 2012 Microsurfacing, to Vance Brothers in the amount of $1,373,709.03.  Authorize utilization of Pavement Maintenance Program funding to add alternate bid locations to the 2012 Microsurfacing Program contract when program funding becomes available and identified.   Approve the “Base Bid” and “Alternate Bid” from Vance Brothers, Inc. for the 2012 Microsurfacing Program, Project No. PW1204, in the total amount of $1,561,648.19.    Bid Memo & Attachments

 

c)       Award bid for Project No. PW1126, Delaware Street, 8th to 9th Street (Poehler Building), Street, Storm Sewer and Waterline Improvements to King’s Construction Company, Inc. in the amount of $809,061.40.    Bid Memo & Attachments

 

7.       Approve the following regarding the use of synthetic turf:

 

a)       Approve Text Amendments (TA-4-6-11) and adopt on first reading, Ordinance No. 8693, pertaining to the use of Synthetic Turf as a landscaping material in the Land Development Code.   Incorporation by Reference

 

b)       Adopt on first reading, Ordinance No. 8709, regulating the use of synthetic turf for all properties within the city, including requiring City Commission approval of synthetic turf installations.

 

8.       Adopt on first reading, Ordinance No. 8691, enacting scrap metal dealer registration requirements as mandated by the State of Kansas.   Staff Memo & Attachments

 

9.       Authorize the City Manager to execute a License Agreement between the City of Lawrence and the University of Kansas to allow installation of a communications duct and cables in the 11th Street right-of-way between the stadium and GSP Hall.   Staff Memo & Attachments

 

10.     Approve a Temporary Use of Public Right-of-Way Permit for the St John Mexican Fiesta, allowing the closure of Vermont Street from South Park Street to 12th Street on June 22-23, 2012; and adopt on first reading, Ordinance No. 8708, allowing the possession and consumption of alcohol on Vermont Street as part of the event.   Staff Memo & Attachments

 

11.     Receive request for additional funding from the Lawrence Community Shelter; refer to staff for review. 

 

12.     Receive the 2011 System Development Charge report.

 

13.     Authorize the Mayor to sign a Release of Mortgage for Joseph Stafford, 1342 Connecticut.   Staff Memo

 

14.     Receive 2011 annual report of revenues and expenses related to the regulation of building activity.

One vacancy for a position that expires 09/30/13. 

 

Downtown Task Force:

Appointment of seven to eleven members available on this newly formed task force.

 

Electrical Code Board of Appeals:

Two positions expire 03/31/12.  One position is eligible for reappointment while the other position will become vacant.  Eligibility requirements exist for this board.

 

Historic Resources Commission:

Two positions expire 03/01/12.  One position is eligible for reappointment while the other position will become vacant.  Eligibility requirements exist for this board.

 

Human Relations Commission:

One vacancy for a position that expires 09/30/14.

 

Lawrence Citizen Advisory Board:

One vacancy for a position that expires 03/01/12.  One additional position expires 03/01/12 and will become vacant.
