Re: Rifle and Enhanced Optic Purchase______________________________
BACKGROUND
On December 6, 2011, the City Commission unanimously approved the use of the Lease Purchase Program for all officers who wish to make a purchase of a patrol rifle through the program. An internal process was used to determine the model and quantity of rifles and enhanced optics to be ordered. A sealed bid process was used to obtain price quotes from potential vendors.
FINDINGS
The sealed bids were opened on Tuesday, February 7, 2012, in the City Commission meeting room by the City Clerk Jonathan Douglas. Finance Purchasing Specialist, Alan Landis, was also present.
Fourteen vendors for Colt rifles submitted bids for consideration. One of the vendors did not comply with the bid specifications. The lowest bid submitted for rifles was from Tactical Weapons USA, located in Carlisle, Kentucky.
Sixteen vendors for the EoTech Optic submitted bids for consideration. The lowest bid submitted for the models specified in the bid was from Simmons Gun Specialties, located in Spring Hill, Kansas.
The attachment includes all of the vendors as well as the bids submitted.
BUDGET EFFECT/FUNDING SOURCES
Funds from the Equipment Reserve Fund are used for purchases of this type. The amount to be considered for the rifles and optics is approximately $106,652.00. This is an approximate amount due to the possibility of model preference changes made prior to the final order. Monies would be paid back to the Equipment Reserve Fund through payroll deduction in one year over 26 pay periods.
RECOMMENDATION
I recommend approval to accept the bids and move forward to make the Colt rifle purchase from Tactical Weapons USA and EoTech Optic purchase from Simmons Gun Specialties.
