BACKGROUND:

At its regular meeting on January 24, 2012, the Lawrence City Commission authorized staff to negotiate a Scope of Services and price for a Facility Needs Assessment for the Lawrence Police Department.  Wilson-Estes Police Architects of Kansas City and Treanor Architects of Lawrence were selected from five prospective architectural firms to conduct the assessment.

 

On Tuesday, February 7, 2012, City Staff met with representatives from Wilson-Estes and Treanor to finalize the scope, price and related contract terms.  From this discussion it is the recommendation that the City Commission authorize the City Manager to enter into a contract for the needs assessment in the amount of $38,000.  This cost will provide a preliminary draft document that will detail historical data, the current status of various police infrastructure and future facility needs.  Also included in the assessment will be:

·         On-site information gathering with LPD senior staff and employees to review operations and catalog department functions and operations;

·         Growth analysis;

·         Work station standards development;

·         Square footage development; parking / site needs;

·         Development options of police service adjacencies;

·         A project cost estimate;

·         And a written report documenting all findings and recommendations.

 

These two firms would begin work after the contract is signed and expect to have a working preliminary draft of their report by April 2, 2012.  The completed final report should be available by May 1, 2012.  A proposed agreement is attached.

 

RECOMMENDATION

Staff recommends the City Commission authorize the City Manager to execute an agreement for the Lawrence Police Department’s Facility Needs Assessment with Wilson-Estes Police Architects and Treanor Architects in a form substantially similar to the attached Agreement.
