Introduction

The proposed improvements of Delaware Street (between 8th and 9th) are needed for the redevelopment of the historic East Lawrence Industrial Historic District (the area bounded by 8th, 9th, Pennsylvania and Delaware Streets). The initial phase of the redevelopment plan includes converting the Poehler building into a multi-family apartment unit and the Vinegar building into an artist/office port.

 

A site plan for the initial phase of the redevelopment plan has already been approved and the building renovation and miscellaneous other site works (by the developer) are currently underway and are scheduled for completion this summer.

 

Staff is proceeding with the Delaware Street project to make sure all public infrastructures are in place before both buildings are ready for occupancy. While necessary for the proposed redevelopment, these improvements would also serve the area neighborhood in general.

 

Project Details

This project consists of extending Delaware Street from 9th Street to 8th Street including on-street angle parking, sidewalks, street trees, Poehler Parking Lot, pedestrian lighting, storm water inlets and pipes (along Delaware and 8th) and a water line. Reconstruction of the alley (northern half) between Delaware and Pennsylvania and the angle parking on 8th Street are also part of this project.

 

These improvements are consistent with the Development Agreement between the City and the Developer.

 

Project Status

Engineering design, construction plans and contract documents are now complete. All necessary easements and permits are also complete. This project is now ready for Bid Letting.

 

To ensure timely completion of the project, staff is currently working to procure all storm water inlets and pipes – these concrete items typically have 4 to 6 weeks of delivery lag time. The intent is to have these materials available so the contractor can proceed with the project without any delay.

This project will be funded from multiple sources – GO bonds, Storm Water funds, Utilities funds (water) and 2012 Street Maintenance funds.

If appropriate, set the Bid Date on February 21, 2012 for the City Bid No. 1214, City Project No. PW1126: Delaware Street Improvement project.
