Please include the following item on the City Commission agenda for consideration at the December 27, 2011 meeting:

Authorize the City Manager to Execute Supplemental Agreement No.2 in the amount of $14,759.00 to the Engineering Services Agreement with Professional Engineering Consultants for Engineering Services for Project UT1003CS, 23rd Street Bridge Replacement Utilities Relocation.  

Project Details

The Kansas Department of Transportation (KDOT) is in the process of completing design and property acquisition for the replacement of the 23rd Street/K10 bridge located between Haskell and Learnard. KDOT anticipates bidding the construction in January of 2012 with construction commencing in March or April 2012. The City needs to complete the relocation of its water and sanitary sewer facilities prior to the start of KDOT’s construction.

 

The City maintains four (4) existing sanitary sewer interceptor lines and forcemains constructed at various times and ranging in diameter from 27” to 12” which cross 23rd Street under the existing bridge span (map attached). These lines are in conflict with the design and the construction area of the new bridge and require relocation prior to KDOT’s the construction of the new bridge. As part of the project, this design is being consolidated into two (2) redundant gravity crossings including influent and distribution structures upstream and downstream of the bridge crossing. Additional 8” collector sewers in the project area are also being relocated and/or rehabilitated as part of the project.

 

In addition to the sanitary sewer lines there is approximately 2,600 lf of 8” & 12” diameter watermain within the area of the bridge project requiring relocation.

 

Project Status

The project is currently under construction by Redford Construction. Professional Engineering Consultants are providing construction phase engineering services as authorized under Supplemental Agreement No.1.

 

Supplemental Agreement No.2 covers additional services related to late design modifications to the plans and specifications in response to changes in KDOT’s final storm sewer locations; the redesign of a portion of the watermain in the Douglas County shops area that resulted from the easement negotiations; additional coordination meetings with KDOT to address construction phasing as the Haskell Indian Nations University property acquisition timing pushed our work to overlap KDOT’s schedule and the inclusion of these phasing requirements in the project bid documents. This Supplemental Agreement also covers additional efforts required to work through the experience issues related to the low bidder Tribal Construction and ultimate award to the second low bidder Redford Construction.

 

Project Funding

Funds for project design are included in the Department of Utilities 2010 rates and Capital Improvements budget. Funds for project construction are included in 2011 rates and non-bonded Capital Improvement Plan.
