Hydraulic Rescue Equipment Purchase

 

 

Background:

We currently utilize 10 low pressure hydraulic systems of tools that combine cutters, spreaders, rams, and chains to allow forcing/cutting open of vehicle doors, hoods, removal of roofs or the lifting of the vehicle itself to aid in the extrication of patients trapped in damaged motor vehicles. These hydraulic rescue tool systems are carried on our Medic Units.

 

Current tools are at or near the point of being worn out and old enough that, in some cases, replacement parts are difficult to obtain.  The need to start a replacement cycle will keep all sets up to date and within their normal life span as well as reduce the chances of liability for operating out dated equipment.

 

Current Status:

Advances in both materials and technology in new vehicle construction require that we keep our tools up to date as our aged tools are not effective when dealing with the High Strength Low Alloy (HSLA), and Ultra High Strength Steel (UHSS/Boron).  We have had several instances where our current tools were severally challenged in gaining access to trapped patients.  With new car safety technology and the “crumple” design we will continue to see the need for extrication even for lower speed accidents.  An Associated Press article published in 2008 is attached and details these issues.  

 

A department labor-management project team was formed and central maintenance personnel were added to conduct an extensive evaluation of five leading rescue tool systems.  Manufacturers were invited to show their equipment and allow the project team to use and evaluate various tool models on disabled cars in a controlled environment.  Additionally all specification data, maintenance support, warranties etc. were evaluated and when all evaluations were completed the tools were ranked and the leading rescue tool system was identified.  The Genesis Rescue Systems line of tools was the clear choice for dealing with current and future rescue needs.  Our rescue apparatus currently being constructed will support these tools.

 

Action Request:

The Fire Medical department requests the purchase of one set (power unit, spreader, cutter, short ram, long ram, and two hoses) of Genesis hydraulic rescue tools for a total price of $29,650.00. Genesis Rescue utilizes a dealer network system nationwide and the exclusive dealer in Kansas is R.A.W. Enterprises and is the sole source for purchasing.
