RE:	Alcohol Beverages at Burcham Park for a special event

Staff received a request from Marsha and Stephen Hill, on behalf of the Patten – Hill wedding rehearsal dinner, to allow the possession and consumption of alcoholic beverages in a portion of Burcham Park on May 23, 2009 from 6:00 p.m. to 11:00 p.m. Bryan Patten has reserved Burcham Park for May 23rd with the Parks & Recreation Department.  The possession and consumption of alcoholic beverages at Burcham Park is prohibited by City Code.  However, City Code section 4-105(E) allows the City to exempt, by ordinance, specified City property from the prohibition of alcoholic beverages on public property. Therefore, an ordinance allowing the possession and consumption is required.   Ordinance No. 8390 is attached for the Commission’s consideration.  Section 1 of Ordinance No. 8390 authorizes the possession and consumption of alcoholic beverages on May 23, 2009 in Burcham Park from 6:00 to 11:00 p.m., provided such possession and consumption is otherwise pursuant to the Code of the City of Lawrence, Kansas and the laws of the State of Kansas and the rules and regulations of the Parks and Recreation Department.
