CARNEGIE LIBRARY

ADA accessibility compliance.  Renovation of existing historic facility including electrical, mechanical, and plumbing systems.  Rehabilitation of structure to include accessibility, roof, windows, and exterior of facility.

 

Upon completion of renovations the library will house the Convention and Visitor’s Bureau promoting transportation and tourism and act as a welcome center for Lawrence. 

 

The Freedom’s Frontier National Heritage Area will also be housed at the Carnegie Library.  “Lawrence is excited to take a leadership position in promoting the recently established Freedom’s Frontier National Heritage Area under the National Park Service.  The designation will provide educational and cultural opportunities that capture and preserve the history of the area and focus attention on the role the region has played in the nation’s struggle for freedom and opportunity for all of its people.  The City of Lawrence and Freedom’s Frontier National Heritage Area are cooperating through a new organizational structure to provide additional resources to promote our historic role.”

SANTA FE DEPOT

The depot is owned by the BNSF.  The current condition of the depot indicates a need for major renovation to bring the depot into a state of good condition and into compliance with the American with Disabilities Act (ADA).

 

“The depot is only partially ADA accessible, with unobstructed exterior access from the parking lot to the platform.  However, there are areas of the interior that do not meet ADA specifications.  BNSF, the current owner of the depot, does not express an interest in resolving these issues, and has rejected past offers from others to buy the property.”  (Park & Dewitt 2003, 24)  In the absence of adequate maintenance, the building will continue to deteriorate. The most immediate need is to replace the roof in order to address water leakage, which is contributing to other structural damage.  Midwest Coating, a local contractor, has submitted an estimate to fix the roof for $63,063.93.

KDOT – Probably not eligible.  Concern that City does not have ownership.  Concern with how lack of ownership would affect long-term maintenance/control of depot.

 

 

BRICK STREETS

Reconstruction of three blocks of brick streets:

  1. New York Street – $900,000
  2. South Massachusetts (south of 23rd Street/Breezedale) - $900,000
  3. Ohio Street, 8th to 9th - $300,000

 

Plans can be completed “in-house” within 6 months for New York Street and South Massachusetts, and 4 weeks for Ohio Street.
