RE:	Rental Expansion Process

Under direction from the City Commission, staff is presenting to the City Commission an enhancement to the city’s rental registration program to include all rental units that are 50 years old or older.  This memo outlines the general public participation plan that will be used to receive public and stakeholder comments as the Commission begins considering this topic in early 2009.

• Public meetings will be held in January to receive stakeholder input
• Dates, locations, and meeting format to be determined
• Meeting notices and informational materials will be distributed to stakeholders and the public using best communication practices
• Stakeholders will include:
• Neighborhood associations
• Landlords and property managers
• Realtors
• Student leaders from Kansas and Haskell Universities
• An online comment period will be provided to receive comment on the proposed program
• A report on the comments will be provided to the Commission for their consideration

A memo discussing the program and a draft ordinance is attached and will be used during the public participation discussion.  Please let me know of any questions as this proposal proceeds.
