Please include the following item on the City Commission consent agenda for consideration at the April 10, 2007 meeting:
Project Description/Status. State highways that enter the City limits are referred to as “Connecting Links”. The City receives $3,000 per lane mile for maintenance of those highways. Those highways are Iowa (US-59), 23rd Street (K-10), 6th Street (HWY 40), and N. 2nd Street (HWY 24). In 2006 the City received a total of $157,968 for 52.656 lane miles. In addition, the State offers an additional maintenance program for major maintenance projects; for example, mill and overlay, joint repair, curb and gutter repair. This program is named the KLINK Program (Kansas Connecting Link) and is obtained through application which has a cap (maximum KDOT participation) of $200,000. The City annually applies for these funds.

Project Details. In 2008 the identified project is mill and overlay 23rd Street from Iowa to Louisiana. City staff designs, bids, and inspects the KLINK projects. The work is completed during the summer months. The agreement for consideration accepts KDOT’s participation of a maximum of $200,000.
Project Funding. The estimated project cost is $650,000. The project will be included in the 2008 CIP, and the City’s share has historically been paid for with General Obligation Bonds.
Action Request. Approve Resolution 6714 authorizing the Mayor to sign Agreement No. 38-07 with the Secretary of Transportation for reimbursement of costs for the KLINK project, 23rd Street from Iowa to Louisiana.
