Lawrence Municipal Airport Rules and Regulations

Approved by Aviation Advisory Board 10/04/06

  1. This list of Rules and Regulations is supplemental to the guidance provided in the Lawrence Municipal Airport Minimum Standards, adopted by the City Commission on 11/23/04. All term definitions contained within the Minimum Standards shall apply to terms included in this list of Rules and Regulations.
  2. Any person using the airport shall be governed by the regulations prescribed by the aforementioned Lawrence Municipal Airport Minimum Standards as well as any ordinances and resolutions of the FAA and Governing Body of the City of Lawrence, Kansas relative to the use or occupation of any part of the property comprising the airport.
  3. No person shall enter any restricted area posted as being off limits to the public, except by permission of the Airport Manager.
  4. Commercial Aeronautical Activity at the Lawrence Municipal Airport is governed by the Lawrence Municipal Airport Minimum Standards.
  5. No person may sell, store, or utilize any flammable liquid except in compliance with fire prevention codes and uniform building codes adopted by the City of Lawrence.
  6. No person shall operate any motor vehicle or other mobile equipment at the Airport except in accordance with the rules prescribed herein. Except where otherwise posted, the speed limit for all ground vehicles shall not exceed twenty miles per hour.
  7. No vehicle, except those being operated by tenants in the course of their regular business, or by others to pick-up or deliver passengers or cargo to or from an aircraft via the most direct path (consistent with yielding the right of way to all aircraft), may be driven on the runways, ramp area, or taxiways, except by permission of the Airport Manager
  8. Registered motor vehicles may only be parked in designated areas.
  9. Unattended cars of airport users must be registered with the FBO or Airport Manager. Unattended vehicles may be towed at the owners' expense after 48 hours.
  10. No aircraft shall be left unattended unless it is within a hangar, or it is properly parked in a designated aircraft parking place, and it is properly secured to prevent it from being moved and/or entered by unauthorized personnel. The owner or owners of any such aircraft not properly secured shall be responsible for any damages resulting from failure to comply with this rule.
  11. Persons wishing to place a notice or bulletin within the display case located in the east entryway to the terminal building may submit the notice/bulletin to the FBO, provided that such notice is aviation-related and nominal in size. Except as provided above, no person may post, distribute, or display signs, advertisements, circulars, printed or written matter except with the approval of the Airport Manager.
  12. No person who is under the influence of alcohol or narcotic drugs may operate any motor vehicle or aircraft of any kind on the Airport.
  13. No person shall commit any disorderly, obscene, or indecent act, or cause any nuisance on the airport.
  14. All of the land at the Lawrence Municipal Airport is under control of the Airport Manager. No person shall:
    1. Destroy, injure, deface, mark, or disturb in any way, any building, sign, equipment, marker or other structure, flower, lawn, or other public property on the Airport.
    2. Make any additions or alterations to natural features of the airport unless given written permission by the Airport Manager.
    3. Trespass on lawns and seeded areas on the airport.
    4. Abandon any personal property on the airport.
    5. Store vehicles for extended periods of time at the airport. Parking at the airport is for the express use of the users and tenants, and is not available for vehicle storage of any duration.
    6. Interfere with, tamper with, or damage any part of the Airport or any of the airport equipment.
    7. No person shall dispose of garbage, waste, refuse, rubbish, or other material on the airport except in receptacles provided for that purpose.
  15. No person shall smoke on the passenger apron, in the hangars, or in any other areas on the Airport in violation of “No Smoking” signs. No person shall smoke at a distance closer than fifty feet from any aircraft, fuel truck, or storage area for flammable materials. City ordinances regarding smoking in facilities are in effect throughout the airport property.
  16. Penalties for violating provisions of these rules and regulations are described in the Lawrence City Code, Chapter II, Article 1, Section 1-101. Persons observing any violations of these regulations should report violations to the Airport Manager, the City Manager, the Fixed Base Operator (FBO) or any member of the Lawrence Aviation Advisory Board.
  17. Suspicious activity at the airport should be reported to the FBO, the Airport Manager, and/or the Lawrence Police Department, as appropriate.
  18. Requests for use of the Lawrence Municipal Airport for events not associated with normal operations shall be reviewed by the Airport Manager on a case by case basis, using the following guidelines:
    1. Consideration will be given to an event classified as a legitimate aviation use, and/or is aviation-related.
    2. Any event under consideration shall be open to the public or available to the public.
    3. The impact of the event on normal operations of the airport will be considered.
    4. Limited parking exists at the airport. The event may not be considered if the existing parking cannot accommodate activities associated with the event.
    5. Public restroom facilities at the airport are limited. The event may not be considered if the existing public restroom facilities cannot accommodate activities associated with the event. Consideration may be given to an event that allows for portable restroom facilities (not at City expense).
    6. The event organizer must be willing to pay for all costs associated with the event, if approved.
    7. Appropriate insurance requirements must be met by the event organizer, if approved.
  19. The Airport Manager’s decision will be final on all activities and issues not specifically covered in these regulations or city ordinances.
